Compensation for Displaced Persons Creates Risk of Homelessness – Social Justice Center

The Social Justice Center criticizes the government's initiative to provide monetary compensation to displaced families instead of housing, stating that the program could increase the risk of homelessness and social exclusion for families who lack both a home and savings.

According to the Center, the program allocates 10,000 GEL per member of a displaced family; however, accepting this compensation forfeits the family's eligibility to receive long-term housing from the state in the future.

The organization argues that the compensation amount may prove insufficient for purchasing a home, and notes that the methodology used to determine this figure has not been publicly justified.

Data from the Social Justice Center indicates that, as of the end of 2025, 45,160 out of the 97,280 displaced families registered in Georgia had not yet received long-term housing. According to the organization’s assessment, due to long waiting periods and difficult social conditions, displaced persons might accept the compensation not as a matter of free choice, but as a forced decision.

The Center urges the authorities to publicly clarify the legal implications of the program, justify the adequacy of the compensation amount, and provide guarantees for families who will be unable to purchase suitable housing with the funds received.

According to the government, 58 million GEL has been allocated for the program this year, with plans to continue it in the coming years with an increased budget.
